Elgar Park PavilionCost Management for a Landmark Community Facility

Project Overview

The Elgar Park Pavilion project involved the demolition of the existing, ageing pavilion and the construction of a new, architecturally designed facility. As the appointed Cost Manager, Muller Partnership collaborated closely with Whitehorse City Council throughout both the design and construction phases, ensuring the project met its financial goals while delivering a high-quality public space.

Challenges & Solutions

The pavilion is located within a designated flood zone, requiring careful planning to meet flood management regulations. To address this, the building's floor level needed to be raised above the flood zone requirements. Early in the cost planning
phase, Muller Partnership proactively engaged with the design team and structural engineers to assess and ‘Value Engineer’ the substructure, optimising the design and construction costs while maintaining the project’s integrity and safety.

Results

Thanks to comprehensive cost planning and close collaboration with all stakeholders, Muller Partnership successfully ensured that the project was tendered within budget. The construction of the pavilion was completed on time and within the financial constraints, and the facility is now fully operational, serving as a valuable asset to the community of Whitehorse City Council.
